Minutes of Parish Council Meeting, Monday 8th April 2024, 7:30pm

2404_[1] Public Participation Session

  • Questions were raised about a leaflet being distributed regarding highways proposals that had left people with the impression that it had come from the Parish Council. The Parish Council confirmed that this leaflet had not come from the Parish Council. The council directed the Clerk with a response to any emails regarding this leaflet.
  • It was noted that a report from the highways meeting had been published on the website.
  • Questions were received and discussed regarding the local plan options consultation.

MEETING ADMIN

2404_[2] Apologies for Absence

There were no apologies for absence.

2404_[3] Declaration of Interest

There were no declarations of disclosable pecuniary or personal interests.

2404_[4] Confirmation of Minutes

RESOLVED: The Parish Council meeting minutes of Monday 11th March 2024 were confirmed as an accurate record and signed by Chairman.

REPORTS – To receive and note any reports:

2404_[5] Chairman’s Report

  • The Chairman reported on a successful community litter pick with dozens of volunteers helping. The Chairman thanked all those who had supported and participated in the event. The community collected litter in the village and around the country lanes leaving the village. BANES had collected and removed the waste bags from the litter pick.
  • The Chairman reported that he had collected half a bag of recycling waste that had been spilled and left on the road by BANES recycling teams four days after the community litter pick. The Chairman requested to Clerk to write to BANES district councillor regarding this.
  • The Chairman reported on plans for planting of the triangle. Cllr Gay offered to coordinate the compost and plants for this project.

2404_[6] Clerk’s Report

  • Noted: ACV – Village Shop expires 18/06/2024
  • Noted: New defibrillator pads had been fitted
  • RESOLVED: Approval to purchase a new defibrillator case
  • Noted: correspondence shared with council members listed in the appendix.
    • Cllr Mitchel commented on the excellent work done on the X91 bus. The Parish Council expressed thanks to Jackie Head and the team who had contributed to working on this.
    • It was noted that BANES Waste Policies appeared to make it harder for small business to dispose of waste. Concerns were raised that this might result in an increase in fly tipping. The Parish Council expressed that they would prefer the BANES waste policies to make it easier for small businesses to dispose of waste.

2404_[7] Meetings attended Reports

  • Cllr Weatherill reported on attendance of the sustainable transport meeting. Cllr Weatherill reported that she had distributed leaflets about the new X91 bus service from this group.
  • Cllr Colton reported on the WESTlink meeting and reported that the contracted zones had caused a detrimental effect for older people.
  • The Clerk reported on attending the Bristol Airport meeting with local parish councils and had raised questions about the low use of public transport to the airport.

2404_[8] Memorial Hall Reports

Noted: the Memorial Hall was all in good order

2404_[9] Highways Reports

Noted: the pothole on the Bristol Road had been patched

2404_[10] Recreation Ground Reports

  • It was noted that the grass had been cut by the contractor and that the new tree looked good.
  • Noted: Recycling boxes had been left in the playing field. Cllr Hooper offered to clear these.
  • The Chairman requested that members of the council prepare project suggestions for the remaining earmarked CIL reserve.

2404_[11] Ward Councillor’s Report

  • Apologies for absence were received from BANES District Cllr David Wood

2404_[12] FINANCE

(a) Payments and income – see appendix 2024-04 Finance Reports

  1. RESOLVED: payments to approve listed in finance report
    • RESOLVED: The Clerk confirmed that following the request of the council, the Natwest savings account had been closed and the Natwest current account was being used for Petty Cash, with a debit card held by the Clerk for online payments.
  2. Noted: payments and Income listed in finance report
  3. RESOLVED: bank reconciliation
  4. RESOLVED: Year to date spend vs budget and earmarked reserves
  5. RESOLVED: Changes to Bank Mandate – Cllr McCombe added as a new signatory

2404_[13] POLICIES FOR REVIEW

  • RESOLVED: The scheme of delegation for planning applications was postponed to be reviewed at a future meeting
  • Cllr Mitchel offered to prepare advisory notes for planning applications to replace the planning considerations help sheet.
  • Members of the council were requested to review upcoming policy reviews prior to the May meeting, refer to: Document review schedule

2404_[14] PLANNING APPLICATIONS

The local plan option consultation item of business was moved to follow the Chairman’s report

  • RESOLVED: The Parish Council requested Cllr Mitchel to write to BANES with the concerns discussed in the meeting regarding the local plan options consultation and to submit a response to the consultation
  • RESOLVED: Planning application 24/01125/FUL – The expiry date for public consultation was noted. The Clerk was instructed not to proceed with a response to this application.

2404_[15] ITEMS FOR ATTENTION OF THE CLERK

  • Noted: there were no other items for attention of the clerk
  • Noted: there were no requests for business to be considered at the next meeting

  • RESOLVED: Date of electors parish meeting: Monday 13th May 2024, 7.30pm at West Harptree Memorial hall.
  • RESOLVED: Date of next meeting: Monday 13th May 2024, 7.45pm at West Harptree Memorial hall.
