2411_[1] Public Participation Session

Two members of the public presented comments regarding the planning application reference 24/04077/FUL: 10 Dilly Meadows, West Harptree. The council reviewed the application details, plans and drawings and comments received.

2411_[2] Apologies for Absence

Apologies for absence were received from Cllr H Colton

2411_[3] Declaration of Interest

There were no declarations of disclosable pecuniary or personal interests.

2411_[4] Confirmation of Minutes

RESOLVED: The Parish Council meeting minutes of Monday 21st October 2024 were confirmed as an accurate record and signed by Chairman.

REPORTS – To receive and note any reports:

2411_[5] Chairman’s Report

  • The Chairman thanked all those who had helped with the replanting of the village triangle flower bed, including councillors Gay and Weatherill and members of the public who helped along with a local resident who provided the water supply for the hose.
  • The Chairman raised a concern about a local newspaper report suggesting parking restrictions were to be installed on the Bristol Road that were not recorded in the recent TRO consultation. Dst Cllr Wood agreed to check there were no additional restrictions to be added that were not in the recent TRO report.

2411_[6] Clerk’s Report

  • RESOLVED: Confirmation of 2024-25 local government pay scales recently agreed with NJC as specified by staff employment contract with effect from 1 April 2024
  • Noted: correspondence shared with council members.
    • RESOLVED: The council reviewed an invitation from Harptree Surgery to meet and review activities in the surgery and the community. Cllrs Mitchell and Weatherill offered to meet with the surgery.

2411_[7] Meetings attended Reports

  • Cllr Mitchell and the Clerk attended the local plan briefing with BANES

2411_[8] Memorial Hall Reports

  • Noted: the Chairman reported on village hall activities

2411_[9] Highways Reports

  • Noted: the council discussed the Bristol Road junction towards the Blue Bowl and a recent road traffic accident. The council requested D Wood to see if the junction could be made into a stop junction
  • The council reviewed a report that benches outside the Crown Inn were blocking passing pedestrians

2411_[10] Recreation Ground Reports

  • Noted: The Clerk has appointed a tree surgeon as requested at the previous meeting, in consultation with the Chairman and other members of the council, to remove the Ash tree on the recreation ground. This is booked for Feb 2025
  • The council reviewed the progress of current quotes for playground equipment. The Clerk agreed to produce a breakdown of quotations for review at the next meeting

  • A report was received from BANES District Cllr David Wood (see appendix)

Proposal: Provision of an air-conditioning unit within the recessed first floor balcony to the eastern elevation with associated works.

The parish council chose not to comment on tree works

Proposal: 1 – cherry, 2 – two x cherry trees – fell. 3 Two Hazel – Coppice 1m above ground level. 4 Five large conifer – Consider removal. 5 Re coppice 5 x small hazel – 600mm above ground level. 6 Remove fallen conifer and Elaeagnus. 7 Crown lift conifer – Remove lower branches to 3m above ground level . 8 Remove 4 x sycamore. 9 Removal ash tree. 10 Removal of Lawsons cypress. 11 Remove horse chestnut. 12 Lay old Beech hedge.

Application Address: Bungalow Farm , East Harptree Road, West Harptree, Bristol, Bath And North East Somerset, BS40 6BQ
Proposal: Proposed for the Siting of a Mobile Home under the Caravan Sites and Control of Development Act 1960. To be Used as Accommodation Ancillary to the Host Dwelling.

Cllr Mitchell gave an update on the local plan presentation from BANES and reported on correspondence with BANES planning.

2411_[17] ITEMS FOR ATTENTION OF THE CLERK

  • Noted: The council discussed the annual staff review for the Clerk. The council gave a positive appraisal of the Clerk’s performance and there were no issues or concerns identified from either the Clerk or the Council requiring attention.
  • Noted: there were no requests for business to be considered at the next meeting

RESOLVED: Date of next meeting: Monday 16th December 2024, 7.30pm at West Harptree Memorial hall.
