Minutes of Parish Council Meeting, 17th April 2023, 7:30pm

2304_[1] Public Participation Session

A member of the public expressed interest in becoming a member of the council. The member of the public was invited to submit an application for co-option at the May meeting.

2304_[2] Apologies for Absence

Apologies for absence were received from Councillors P Hutton, G Joyce and J Mitchell

2304_[3] Declaration of Interest

There were no declarations of disclosable pecuniary or personal interests in accordance with the PC Code of Conduct.

2304_[4] Confirmation of Minutes

RESOLVED: The Parish Council meeting minutes of Monday 20th March 2023 were confirmed as an accurate record and signed by Chairman.

2304_[5] Reports

(a) Chairman’s Report

  • The Chairman thanked David Wood and members of the public for supporting the community litter pick on Saturday 15th April.
  • The Chairman thanked Cllr Jon Mitchel for work undertaken to maintain the flower bed on the triangle on Saturday 15th April.
  • The Chairman thanked all members of the council who will be standing down in May, including Cllr Peter Wood who has served on the council for 48 years.

(b) Clerk’s Report

  • The election results had been posted online. There would be one vacancy in May which could be filled by co-option
  • The Clerk reported that the financial statements, documents and governance documents had been submitted to the internal auditor.
  • The Clerk reported that an application to open a council bank account with Unity was being submitted. The opening deposit and bank mandate were expected to be approved by the council at a subsequent meeting.
  • Noted: correspondence shared with council members (see appendix)

(c) Meetings attended

  • There were no reports on meetings attended

(d) Memorial Hall

  • The council reviewed recent activity regarding hall matters.

(e) Highways

  • It was noted that that the majority of pot holes on the Bristol Rd reported to B&NES had been repaired. Cllr Ireland offered to report any remaining pot holes in need of attention.
  • The council reviewed parking and safety around the junction on Ridge Lane and the possible issues of parking elsewhere. It was noted that parking near a junction is not allowed under the highway code. The council decided to request local police to review the situation and ask vehicle owners to park considerately.
  • RESOLVED: The council would not submit a request for additional parking restrictions on Ridge Lane.

(f) Recreation Ground

  • The Chairman thanked Cllr Mitchell, who had fitted the replacement cover plate on the playground roundabout.

(g) Ward Councillor’s Report

  • Apologies for absence were received from BANES District Cllr David Wood

2304_[6] Finance

(a) Payments and income – see appendix 2023-04 Finance Reports

  1. RESOLVED: payments to approve listed in finance report were approved. The payments set up for payment online were checked against invoices and signed by councillors Ireland and Wood.
  2. Noted: payments and Income listed in finance report
  3. RESOLVED: bank reconciliation, signed by the Chairman and Clerk/RFO
  4. Noted: spend vs budget to 31st March 2023

2304_[7] Planning applications

The planning report from Cllr Mitchel was reviewed along with planning application details from BANES

Application Address: West Harptree House , Bristol Road, West Harptree, Bristol, Bath And North East Somerset, BS40 6HG
Proposal: Erection of new 2 bed detached dwelling within existing residential garden plot.
(Deadline extension agreed for parish council response with BANES)

RESOLVED: The Parish Council supports this application so far as has been submitted. The Parish Council would however request that landscape proposals are provided and that all existing mature trees are retained.

2304_[8] Church Clock

  • The council noted an email sent to the church on 23/3/23 regarding the church clock. This email had been circulated as a draft to all council members and that the draft had been approved by all members who had responded.
  • The council reviewed correspondence and documents received from the church 10/4/23 in response to the email of 23/3/23.
  • The Parish Council confirmed that it does not own the church clock or the associated electrical installation and lights.
  • The Parish Council noted from the church correspondence that it had a long history of providing both funding and support with day to day maintenance of the clock and lights and that it is accepted that the Parish Council has no obligation to maintain the clock.
  • The Parish Council confirmed that it is willing to continue to support day to day operation of the clock, including financial support which is reviewable on an ongoing basis, as detailed in the email sent to the church on 23/3/23.

2304_[9] Annual Parish Meeting

Plans for the annual parish meeting in May were reviewed. The time of the parish meeting previous resolved was changed from: 15th May 7:00pm to 15th May 7:30pm.

RESOLVED: The standing orders were suspended to allow for a previous resolution to be amended regarding the time of the meeting. The time of the parish meeting was changed from: 15th May 7:00pm to 15th May 7:30pm.

2304_[10] Items for attention of the Clerk

There were no other items for attention of the clerk or requests for business to be considered at the next meeting.

2304_[11] Date of Next Meeting

RESOLVED : Date of next meeting: Monday 15th May 2023, 7.45pm at West Harptree Memorial hall.
