2401_[1] Public Participation Session

A question was received from one member of the public.

MEETING ADMIN

2401_[2] Apologies for Absence

Apologies for absence were received from Cllr D Hooper

2401_[3] Declaration of Interest

There were no declarations of disclosable pecuniary or personal interests.

2401_[4] Confirmation of Minutes

RESOLVED: The Parish Council meeting minutes of Monday 11th December 2023 were confirmed as an accurate record and signed by Chairman.

REPORTS

2401_[5] Chairman’s Report

  • The Chairman reported that Cllr G Joyce had resigned from the council which would create a vacancy to be filled.
  • Cllr Weatherill offered to represent the Parish Council at the church licensing service on 8th Feb.

2401_[6] Clerk’s Report

  • Noted: correspondence shared with council members (see appendix)

2401_[7] Meetings attended

  • Cllr Colton reported completion of new councillor training.

2401_[8] Memorial Hall

  • A report was received from the Chairman on behalf of the memorial hall. The bookings were going well with 4 yoga sessions per week. The bingo evening had been successful. There would be a quiz and chilli event at the weekend. Plans were underway for the Harptree Hop event raising funds for Julian House later this year. A heating engineer was being sought to repair radiator leeks. The activites of the Hall were going well.
  • The Chairman would forward a copy of the Hall insurance certificate to the Clerk.

2401_[9] Highways

  • Cllr Weatherill reported on flooding at the bottom of Ridge Lane which she had reported on fix my street and was following up with Dst Cllr David Wood.
  • Cllr Mitchel reported on ongoing issues near the Blue Bowl which he would monitor and a future partial road closure in this area.
  • The council confirmed a target date of February 21st for a public highways meeting.

2401_[10] Recreation Ground

  • Cllr Colton reported that she had been reinstalling displaced goal pegs as the goals are moved around.
  • There was no update regarding tree planting.

2401_[11] Ward Councillor’s Report

  • A written report was received from BANES District Cllr David Wood.

2401_[12] FINANCE

(a) Payments and income – see appendix 2024-01 Finance Reports

  1. RESOLVED: payments to approve listed in finance report
  2. Noted: payments and Income listed in finance report
  3. Noted: petty cash float
  4. Noted: bank reconciliation
  5. Noted: CIL statement
  6. Noted: Year to date spend
  7. RESOLVED: Insurance values on the asset register
  8. RESOLVED: The Parish Council approved employer pension contributions of 5.5% of gross salary (or gross notional equivalent prior to salary sacrifice).
  9. RESOLVED: The council approved a salary sacrifice scheme.
  10. RESOLVED: Approval of regular payment of pension contributions to HL by regular bank payment. A direct debit mandate was signed by two members.

2401_[13] BUDGET AND PRECEPT 2024-25

  • RESOLVED: To set the budget for 2024-25 with budgeted expenditure of £13883
  • RESOLVED: To set the precept for 2024-25 at £12750

2401_[14] PLANNING APPLICATIONS

  • There were no outstanding consultation requests
  • Members of the pubic had reported a planning permission concern. The Clerk was requested to forward these concerns to BANES for review.

2401_[15] ITEMS FOR ATTENTION OF THE CLERK

  • Noted: Cllr Mitchel reported on the Chew Valley Reconnected partnership project and would write to the BANES officer to find out more.
  • Noted: Peter Wood had reported a time sync issue with the Church clock. Cllr Ireland offered to investigate.
  • Noted: Preferred flag dates were agreed with Cllr Weatherill.
  • Noted: Cllr Weatherill reported that a local resident was happy for the council to use an outdoor tap for watering.

2401_[16] DATE OF NEXT MEETING

RESOLVED: Date of next meeting: Monday 5th February 2024, 7.30pm at West Harptree Memorial hall.
