2504_[1] Public Participation Session

There was no public participation contributed by members of the public.

MEETING ADMIN

2504_[2] Apologies for Absence

Apologies for absence were received from Cllrs H Colton, J Mitchell and S McCombe

2504_[3] Declaration of Interest

Cllr Gay declared a disclosable pecuniary and personal interests in the New Manor Farm planning applications 25/00920/OUT and 25/00923/OUT

2504_[4] Confirmation of Minutes

RESOLVED: The Parish Council meeting minutes of Monday 17th March 2025 were confirmed as an accurate record and signed by Chairman.

2504_[5] Chairman’s Report

  • The Chairman thanked all the volunteers who helped keep the village tidy with the community litter pick

2504_[6] Clerk’s Report

  • Noted: correspondence shared with council members listed in the appendix.

2504_[7] Meetings attended Reports

  • Noted: meetings attended to be covered in the recreation ground report

2504_[8] Memorial Hall Reports

  • Noted: the Chairman reported that the Hall had received lots of bookings and that there had been a significant amount of planning and work put into the 100 year anniversary of the Hall on 18th October

2504_[9] Highways Reports

  • Noted: residents had reported speeding causing danger at the exit of Kings driveway. The council highlighted that this should be reported to the police by residents.

2504_[10] Recreation Ground Reports

  • Noted: The Clerk and Cllrs Hooper, McCombe and Weatherill met with the Kompan site manager to review the upcoming work on the playground.
  • Cllr Hooper confirmed he would remove the baby swing seats and replace with standard size seats.
  • RESOLVED: The council approved the purchase of a brown ‘Dovedale Adult Picnic Table’ from TDP Ltd for the playground subject to confirmation of the size of the concrete plinth by Cllr Hooper. The council delegated the approval for payment for the picnic table at an expected budget of approximately £650 plus VAT, to the Clerk and Chairman.

2504_[12] FINANCE

(a) Payments and income – see appendix 2025-04 Finance Reports

  1. RESOLVED: payments to approve listed in finance report
  2. Noted: payments and Income listed in finance report
  3. RESOLVED: The bank reconciliation, checked and signed by the Clerk and Chairman
  4. RESOLVED: The new financial year budget and opening balance (see report in appendix)
  5. RESOLVED: Review of end of year spend against budget for 2024-25
  6. RESOLVED: Review of general reserve and any adjustments to earmarked reserves.
    • Reviewed: rationale for earmarked reserves
    • Reviewed: the council approved the general reserve at a level of 6 to 9 months expenditure in relation to risks
  7. RESOLVED: The council accounts are prepared on a receipts and payments basis. There are no litigation, liabilities or commitments, events or transactions, occurring either during or after the year-end that have a financial impact on this authority. The contract assigned for £16,090.17 +VAT in 24/25 to upgrade the playground has funds set aside in the ear marked reserves to meet this financial obligation.
  8. Noted: All expenditure and income continues to be transacted under the General Power of Competence unless otherwise stated on the financial reports.

Cllr Gay did not discuss or vote on the New Manor Farm planning applications 25/00920/OUT and 25/00923/OUT
