Minutes of Parish Council Meeting, 12th December 2022, 7:30pm

4118. Public Participation Session

There were no members of the public at the meeting.

4119. Apologies for Absence

Apologies for absence were received from Cllrs D Hooper, G Joyce, J Mitchell and P Wood.
Apologies for absence were received from Dst Cllr D Wood.

4120. Declaration of Interest

There were no declarations of disclosable pecuniary or personal interests.

4121. Confirmation of Minutes

RESOLVED: The Parish Council meeting minutes of Monday 14th November 2022 were confirmed as an accurate record and signed by Chairman.

4122. Reports

(a) Chairman’s Report

  • The Chairman reported that the Christmas decorations on the village shop and beauty salon were very festive and much appreciated by the Parish Council and local community.
  • The Chairman reported that the defibrillator for the village hall had arrived and had been delivered to the village hall.

(b) Clerk’s Report

  • The Clerk reported:
    • The website had been updated to include additional document tracking details.
    • An email regarding emergency planning had been distributed to council members.
    • RESOLVED: The Clerk was requested to buy a replacement AED prep pack for the defibrillator with an expected cost of up to approximately £15.

(c) Meetings attended

  • There were no reports on meetings attended

(d) Memorial Hall

  • Cllr Hutton reported that the management and bookings for the village hall were going very well. Cllr Hutton also reported that the village hall had recently featured in the Tesco Christmas advertisement.
  • The insurance of the village hall was discussed. Cllr Hutton agreed to investigate suitable insurance cover.

(e) Highways

  • There were no updates on Highway matters, pavements and public rights of way.

(f) Recreation Ground

  • The Clerk reported that the hedges had been cut at the recreation ground. The Parish Council expressed their thanks and appreciation to Dave Gibbons for cutting the hedges.

(g) Ward Councillor’s Report

  • There was no report from BANES District Cllr David Wood

4123. Finance

(a) Payments and income – see appendix 2022-12 Finance Reports

  1. RESOLVED: payments to approve listed in the finance reports
  2. Noted: payments and Income
  3. Noted: bank reconciliation

4124. Asset Register

RESOLVED: The asset register was reviewed and approved. The vehicle activated speed sign was approved for the schedule of disposals. (values for AGAR reported according to requirements of Governance and Accountability for Local Councils – a Practitioners’ Guide (England))

4125. Insurance Review

The review of the current insurance policy and insurance values against the asset register was postponed to a later date.

4126. Budget and Precept 2023-24

The council reviewed projected expenditure and inflation for the 2023/24 budget.

  • RESOLVED: The budget for 2023/24 was set at £12,816
  • RESOLVED: The precept for 2023/24 was set at £12,225

4127. Planning applications


Planning Application Reference: 22/04570/TCA
Application Address: White Rose Cottage , Ridge Lane, West Harptree, Bristol, Bath And North East Somerset, BS40 6ED
Proposal: T1 – Sycamore (7m): Reduction back to boundary of around 2-3m.
(Deadline extension agreed to 16/12/22)

RESOLVED: The Parish Council do not object to this application subject to resolution of the ownership of the tree and confirmation of professional advice regarding the reduction of the tree.


4128. Policies for review

Review of the following policies were postponed to a later date:

  • Review and approval of risk management scheme
  • Delegation to Clerk for Exceptional Circumstances (required by risk management scheme)
  • Review and approval of Grant awarding policy and application form

4129. Items for attention of the Clerk

There were no other items for attention of the clerk or requests for business to be considered at the next meeting.

4130. Date of Next Meeting

RESOLVED : Date of next meeting: Monday 9th January 2023, 7.30pm at West Harptree Memorial hall.

There being no further business, the Chairman closed the meeting at 20:42
