2406_[1] Public Participation Session

There was no public participation contributed by members of the public.

2406_[2] Apologies for Absence

Apologies for absence were received from Cllrs D Hooper and R Ireland

2406_[3] Declaration of Interest

There were no declarations of disclosable pecuniary or personal interests.

2406_[4] Confirmation of Minutes

RESOLVED: The Parish Council meeting minutes of Monday 13th May 2024 were confirmed as an accurate record and signed by Chairman.

REPORTS – To receive and note any reports:

2406_[5] Chairman’s Report

  • An update was received from the Chairman regarding progress of road works and changes to the build out near the village hall.

2406_[6] Clerk’s Report

  • A report was received from the Clerk
    • The Asset of Community Value application for the village shop was reported as submitted
    • Cleaning arrangements for the bus shelter were confirmed
    • Correspondence regarding the new roundabout was reviewed
  • Noted: correspondence shared with council members listed in the appendix.

2406_[7] Meetings attended Reports

  • Cllr Weatherill reported on the flood group and drains on the road to Bishop Sutton. Cllr Weatherill had talked about the problem of flooding with a BANES senior engineer, who had confirmed BANES would look at the most frequent cleaning cycle and investigate ways to alleviate the problems in both the short to medium term and long term. One issue that had been noted was a change in the camber of the road and the kerb stones.
  • Cllr Weatherill reported transport and buses and changing routes to include West Harptree on a shuttle bus. It was reported that a new bid was being reviewed, however, it was noted that the new service was being underused.

2406_[8] Memorial Hall Reports

  • Noted: there were no reports on hall matters

2406_[9] Highways Reports

  • Reviewed: Lighting queries raised regarding Ridge Crescent. It was noted that the external house lights on Ridge Crescent had been changed from a warm white to bright white LED lights with no timer or sensor to turn off when not required.
  • Noted: regular volunteer walkers were needed to help with inspecting the local public footpaths and supporting the Ramblers with light footpath maintenance. Cllr Mitchell offered to draft a post for the local facebook group, which the Clerk could promote via the council email list.

2406_[10] Recreation Ground Reports

  • Reviewed: Councillors were requested to email questions for a survey to Cllr McCombe regarding refurbishment of the playground and ideas of preferred equipment.
  • Cllr Colton reported that there had been no offers of donations of a bench for the recreation ground and that Cllr Hooper had attempted repairs to the current bench.

2406_[11] Ward Councillor’s Report

  • There was no report from the Ward Councillor due to the period of purdah

2406_[12] FINANCE

2406_[13] PLANNING APPLICATIONS

RESOLVED: Application Reference24/01767/FUL: The Parish Council OBJECTS to this application. The Clerk was instructed to refer to the report shared by Cllr Mitchel as a basis for the objection. (see appendix)
Application Address: Parcel 0956, Harptree Hill, West Harptree, Bristol, Bath And North East Somerset,
Proposal: Erection of detached single storey three bedroom house following demolition of existing metal shed.

Reviewed: Harptree Hill planning application
Reviewed: Cllr Mitchel reported on the response from BANES re a letter on the new local plan and housing requirement. It was reported that BANES did not have more specific details identifying the obligation for the quantity of housing needed to be built due to a 10,000 shortfall reported in other areas. The council requested that Cllr Mitchel should write to BANES to request that this information be investigated with regular updates provided to the Parish Councils.

2406_[14] ITEMS FOR ATTENTION OF THE CLERK

  • Noted: Cllr Mitchel reported that he would be leaving the area due to a house move and so a vacancy would become available on the council. Councillors were encouraged to recruit a new member.
  • Cllr Gay volunteered to arrange the planting of the triangle with help from members of the council.

RESOLVED: Date of next meeting: Monday 8th July 2024, 7.30pm at West Harptree Memorial hall.
