2307_[1] PUBLIC PARTICIPATION

A member of the public commented that the triangle flower bed was looking good. A member of the public was present to hear an update on the speeding consultation.

2307_[2] Apologies for Absence

Apologies for absence were received from E Weatherill

2307_[3] Declaration of Interest

There were no declarations of disclosable pecuniary or personal interests.

2307_[4] Confirmation of Minutes

RESOLVED: The Parish Council meeting minutes of Monday 12th June 2023 were confirmed as an accurate record and signed by Chairman.

2307_[5] Chairman’s Report

  • A report was received from the Chairman

2307_[6] Clerk’s Report

  • Noted: correspondence shared with council members (see appendix)
  • Noted: responses to suggestion regarding group training with ALCA from other parishes
  • Noted: Price of a Hornbeam tree had been reviewed online with Chew Valley Trees. Cllr Gay had offered to check prices with his recommended supplier for both a tree and a protective cage. Cllr Gay recommended planting after the summer for better resilience.
  • Noted: WECA Consultation request regarding Somer Valley Links.
  • Noted: the clerk was updating the website with the latest php and wordpress version and updated theme. This wiould fix background errors and improve security.

2307_[7] Meetings attended

  • Noted: there were no reports on meetings attended.

2307_[8] Memorial Hall

  • It was reported that the bookings for the hall were healthy, however, the Bridge Club was no longer hiring the hall.
  • It was noted that there would be training to use the defibrillator on 22nd July. The hall would promote this training and send details to residents.
  • It was reported that there were plans to investigate installing additional heating.

2307_[9] Highways

  • Noted: Cllr Mitchell had been in touch with the BANES officer overseeing the speeding consultation. BANES officers had met with consultants and a draft report was expected over the summer. It was suggested that a public meeting may be best held after the summer to review any reports received. It was noted that any work would be best completed in the current financial year.
  • Members of the public would be notified of any highways meetings via the council mailing list. It was noted that members of the public are requested to subscribe to the mailing list via the council website. It was noted that if members of the public had already received notice of the July monthly meeting that they would be already on the mailing list.
  • A report of speeding tractors on Ridge Lane from a member of the public was reviewed. Members of the council also confirmed that this had been witnessed as a concerning problem. It was noted that a police traffic officer had been present in the village about three weeks ago with a speed radar. The council would email the concern regarding speeding tractors to the police. The council requested that members of the public should report incidents to the police with specific details and number plates, which may be done via the police website. The speedwatch team had been notified of the issue.
  • Noted: Cllr Mitchell had received details of a BANES safety review from North of Bishop Sutton to Blagdon looking at reducing speeds between villages.
  • Noted: Cllr Mitchell had received details of a legal agreement for speed indicator devices with BANES. Cllr Mitchell noted concerns regarding the agreement. It was agreed that further investigation would be undertaken.
  • Cllr Hooper noted he was looking into another fund for speed indicator devices.
  • Noted: Cllr Hooper has checked the bus shelter light timer.

2307_[10] Recreation Ground

  • It was reported that goal posts had been provided for the recreation ground. The council confirmed that it would support the purchase of nets and anchors for the posts. (The expected cost was under £100 which, in the absence of a specified agenda item, would allow approval between the Clerk and Chairman per financial regulations.)
  • The Clerk would liaise with Dst Cllr Wood regarding the ward empowerment fund offered for the tree and protective cage.

2307_[11] Ward Councillor’s Report

  • A report was received from BANES District Cllr David Wood, who had sent his apologies for absence.

2307_[12] POLICIES FOR REVIEW

RESOLVED: Review and approval of the risk management policy

2307_[13] FINANCE

(a) Payments and income – see appendix 2023-07 Finance Reports

  1. RESOLVED: payments to approve listed in finance report, checked and signed by Cllr Hooper
  2. Noted: payments and Income listed in finance report
  3. Noted: petty cash float
  4. Noted: Year to date spend against budget
  5. Noted: bank reconciliation, which had been checked and signed by Cllr Joyce
  6. RESOLVED: The Unity bank mandate was signed to add new signatories

2307_[14] PLANNING APPLICATIONS

There were no outstanding consultation requests at the time of agenda publication

2307_[15] ITEMS FOR ATTENTION OF THE CLERK

There were no other items for attention of the clerk
