2502_[1] Public Participation Session

There was no public participation contributed by members of the public.

2502_[2] Apologies for Absence

There were no apologies for absence.

There were no declarations of disclosable pecuniary or personal interests.

2502_[4] Confirmation of Minutes

RESOLVED: The Parish Council meeting minutes of Monday 20th January 2025 were confirmed as an accurate record and signed by Chairman.

REPORTS – To receive and note any reports:

2502_[5] Chairman’s Report

  • The Chairman reported on the new double yellow lines, the proposed 20mph speed limit zone and proposals for an Easter litter pick
  • The council decided to arrange a community litter pick on Sunday 23rd March, 10am

2502_[6] Clerk’s Report

  • A report was received from the Clerk
    • SSE have issued invoices that reflect the contract agreed, these have been checked and signed by the Clerk and Chairman
    • Email delivery issues were reviewed

2502_[7] Meetings attended Reports

  • Noted: Cllr Weatherill attended the flood group

2502_[8] Memorial Hall Reports

  • There were no reports on hall matters

2502_[9] Highways Reports

  • RESOLVED: Consultation request ref TRO email 28/1/25 25-003 West Harptree 20mph speed limit extension Report 1: The council SUPPORTS the proposal for an extension of the 20mph zone on the main road near the Blue Bowl Inn and considers that in light of a recent accident the proposal should improve safety at the road junction.
  • The Clerk was asked to submit a fixmystreet report regarding a raised mound from a pot hole repair on the road entering West Harptree from Bishop Sutton
  • The Chairman noted that bollards had been requested along the pavement from the bus stop to the village hall
  • Parking on the new double yellow lines by the triangle was reviewed. The parish council confirmed this was the responsibility of BANES parking enforcement to patrol and enforce.
  • It was reported that someone was urinating in the bus shelter. Cllr Hooper agreed to put up signs to discourage this.

2502_[10] Recreation Ground Reports

  • The Clerk was requested to proceed with the playground quotation with no further stipulations
  • The Clerk was requested to arrange spare access keys for the playing field
  • RESOLVED: Approval of Grass Cutting Quotation from Mr C Light

2502_[11] Ward Councillor’s Report

  • Apologies for absence were received from BANES District Cllr David Wood. No report was received.

2502_[12] FINANCE

  1. RESOLVED: payments to approve listed in finance report
  2. Noted: payments and Income listed in finance report
  3. Noted: bank reconciliation
  4. Noted: Year to date spend vs budget

2502_[13] PLANNING APPLICATIONS

Cllr Mitchell arrived at 20:12 during planning applications

RESOLVED: Application Reference25/00298/TCA – No comment
Application Address: Ridge Cottage , Ridge Lane, West Harptree, Bristol, Bath And North East Somerset, BS40 6ED
Proposal: G1 Beech – Reduce all stems back down to original hedge height ( to 1.5m)

A report was received from Cllr Mitchell regarding recent planning updates

  • Noted: there were no other items for attention of the clerk
