Fairash House, Harptree Hill
Conversion of existing shed into a detached one storey, one bedroom dwelling.
Resolution: The Parish Council OBJECTS to this application.
The Parish Council objected to the previous scheme for the site (Application 24/01767/FUL) and considers that all the reasons given for their objection apply also to this new
application 24/03467/FUL. In addition, since the new scheme is based on conversion of an existing building, Policy RE6 applies and the new application fails to meet the tests in limb
2 and limb 6 of this policy. It is also noted that the applicant’s statement regarding footpath access to the proposed development is wholly incorrect. There is no footpath between the
development and the village and local resident have long complained about the dangers to pedestrians walking the A368.
It is noted that the main part of the existing shed is covered by planning application 00/00076/FUL, which gave consent for a 9.2m x 4.6m implement store. The owners of
Harptree House are clearly in breach of several conditions attaching to this consent.
Condition 2. Samples of cladding and roofing should have been submitted prior to construction and were not therefore approved in writing as required.
Condition 3. No goods, materials, products, parts, crates or refuse should have been stacked or stored outside the consented building without prior written approval of the LPA.
Contrary to this condition, an additional lean to structure has been added on the north elevation and this is now full of materials, a vehicle body has been deposited to the south
of the building and there are piles of timber and pallets to the east.
Condition 4. Use of the building was limited to the private and domestic needs of the owner of Fairash House and the consented building was not to “be used for any business
or other purpose whatsoever.” (Note also that this condition specifically excludes changes which have received prior written approval of the LPA.)
