West Hartpree Parish Council Report
Dave Wood, 11/11/23
Playpark field tree grant
I understand the grant has now been received by the parish council.
Full Local Plan progress
Some useful feedback from Jon to planning department about how to strengthen engagement with parish councils and others in developing the FLP.
I’ve encouraged the planning dept to have an open mind to feedback, to try to improve how they engage and use feedback to best effect. They seem to have embraced this. I’m also encouraging informal co-design prior to workshop stages where the planning dept work with parish councillors to make sure these sessions are going to achieve their outcomes to best effect.
General A368 Speed Review
Highways will be in touch soon about their general review of speed limits the whole length of the A368.
Upcoming Council Budget
Inflation (and linked to this wages and energy costs) along with increased numbers of vulnerable adults and children needing support are stretching Council budgets.
In-year savings need to be made in this financial year to ensure a balanced budget. £23m savings will need to be found over the next two years.
My role is to try to ensure the Council can still deliver the frontline services and schemes that are important to residents and councillors.
October to December is the busy period for setting next year’s budget.
My recent update on Speed Indicators and Speeding Scheme
I’ve just met with Paul Garrod and Stefan to talk about speed devices and the speeding scheme
I’ve agreed with Paul that the reference to Indemnity insurance be removed from the license agreement. Paul will send this over to you soon for checking.
I followed up on when the designs for the next phase of the speeding scheme would be ready. There’s some delays in accessing the design support as that team is stretched. They say sharing a public meeting ready version for the January meeting will be more realistic. And having resource ready to amend it from there before the public meeting.
I’ve asked for assurances that this timescale won’t impact whether or not the funding is put into the next Budget (or whether it’s the one after) and they’ve assured me it won’t make any difference this time. It’s not clear just yet what is going into next years.
