Proposal: Erection of detached single storey three bedroom house following demolition of existing metal shed.
The Parish Council OBJECTS to this application.
This site is located in a prominent hillside position within the Mendip Hills National Landscape in an area with an abundance of Public Rights of Way. The important Limestone Link footpath lies to the south and the long-distance National Cycle Route 3 (used by both cyclists and hikers) directly adjoins the site on its west side. The site is therefore unusually sensitive.
The proposed development is a single storey house under monopitch standing seam roof, a large proportion of which covered by solar PV cells. The proposed elevations are render and charred timber. The development extends to 146m2 and replaces a small barn of no more than 60m2. Neither the form of the new building nor the proposed materials show any regard or respect for the local landscape and built character. West Harptree Parish Council can find no merit in the proposed development and objects very strongly, for the following reasons.
1. Both the NPPF and Policy NE2 stress that great weight should be given to conserving the landscape and scenic beauty of the two Areas of Outstanding Natural Beauty (AONBs) and that development will be refused except in exceptional circumstances and it is quite clear that no such exceptional circumstances exist.
2. Development is not re-use of a building but would instead result in the demolition of a rural building and would result in the loss of good quality grazing land.
3. Development would have a negative impact on the designated Green Infrastructure network and corridor and landscape quality and thus be contrary to Policies CP7, NE1, NE2A and NE5.
4. Development would certainly not contribute to and in fact will adversely impact local character and distinctiveness and is thus contrary to Policy D2.
5. Development would be well outside the designated housing development boundaries of the adjacent villages nor is it identified as a site for development in the Chew Valley Neighbourhood Plan and is thus contrary to Policy RA2, also in respect of transport, contrary to Policies ST1 and ST7.
6. The proposed vehicular site access is unsafe and sufficient reason for refusal on highway safety grounds alone.
7. Development would result in the loss of good agricultural land and there are neither significant sustainability benefits nor an overriding need and is thus contrary to Policy RE5.
Furthermore, the site is in an area flagged in the Chew Valley Neighbourhood Plan as both sensitive and visually prominent and this context;
1. The development fails to reflect conserve or enhance the local character and countryside character and respect important views (see visual charts HDE1-V1 and V2 also HDE3-V2) and is thus contrary to Policies HDE1, HDE2 and HDE3.
2. The site lies within a significant green corridor on the South side of the valley and change of use from agriculture to domestic garden will have an adverse impact on the integrity of the green corridor and is thus contrary to Policy HDE13.
3. Given the commanding position of the site, the development will be both visible and obtrusive at night and is contrary to Dark Skies Policy HDE15.
